			<content:encoded><![CDATA[<p>Rates are perfectly flat from last Friday.  The bond market closed at one of the lowest rates ever for a 10 year treasury bond at 1.7%. If you have a cash in a savings account, don&#8217;t expect any interest.<br />
 <br />
Today I wanted to take a moment to remind you of  a few things when closing a bank owned or ‘as is’ property. While the sellers may not be willing to update or fix anything on a property, the investors funding a loan want to make sure the house is livable and in operating condition. The old days of escrow holdback are pretty well gone so we need to be sure there are no credits at closing for roofs, microwaves, dishwashers, trash compactors, etc. If there is a cabinet area in the kitchen that has an electrical hook up for an appliance, it must be replaced before loan closing. Refrigerators are the exception to the rule. This doesn&#8217;t mean that once in a while you may close one where the appraiser misses it an something sneaks by, but, as a rule, kitchen appliances must be in place and operational. Escrow credits will not suffice. In most cases we see a credit for closing costs as the only acceptable seller to buyer credits.<br />

			<content:encoded><![CDATA[<p>I know I keep saying it, but, I don&#8217;t know if rates can go any lower. The closing bell today on the 10 year treasury bond was 1.84%. Incredible!!!!!!!!!! These interest rates are at all-time lows. Couple this with low inventory and we have a market about to make a big change.</p>
<p>The number one complaint we hear from agents is that we are short on &#8220;real&#8221; inventory; properties that are able to go into escrow this weekend and close in 30 days. This is stage 1 to an upward movement in values&#8230;not next week, but, as we move forward. Watch and see.</p>
<p>Take a look at the 30 year fixed rates. With 25% down or more and a 740 or higher FICO the 30 year fixed rate on a conforming loan at no points is 3.75% on a purchase. Yeow&#8230;</p>

<p>Rates are holding steady this week with the 10 year bond at a new record low of 1.88%. In my 25 year career, I don&#8217;t remember the 10 year yield ever being that low, pushing mortgage rates down.</p>
<p>Great news on turn times; we have just closed a few conventional purchases start to finish in 18 days. There were some short sale deadlines we were able to meet and the realtors and borrowers are very happy.</p>
<p>Classic line of the week&#8230; if you are feeling down, there is nothing like a quote from Rocky Balboa &#8220;It ain&#8217;t about how hard ya hit. It&#8217;s about how hard you can get it and keep moving forward. How much you can take and keep moving forward. That&#8217;s how winning is done! Now if you know what you&#8217;re worth then go out and get what you&#8217;re worth.&#8221;</p>

<li>Taking sales volume in consideration, home-sale pricing is up in ZIPs representing 31% of the Orange County market.</li>
<li>6 of 83 O.C. ZIPs with median sales prices above $1 million in the period vs. 11 million-dollar ZIPs when the county median price peaked in June 2007. Since that pricing pinnacle, there’s been a 40% drop in the countywide median price!</li>
<li>Priciest ZIP? Newport Beach 92661 with a $3,383,000 median selling price.</li>
<li>Current million-dollar ZIPs were 4% of all sales in the most recent period tracked.</li>
<li>Cheapest ZIP? Laguna Woods 92637 with a $157,000 median selling price.</li>
<li>There were 3 ZIPs with medians under $250,000 vs. 4 a year ago. ZIPs with medians under a quarter million had 3% of all sales in the most recent period.</li>
<li>42 of 83 O.C. ZIPs had year-over-year sales gains in the period. Overall, countywide sales were up just 0.1% vs. a year ago.</li>
<li>6 of 83 O.C. ZIPs has sales gains of 100% or more in the period at the same time as 4 had sales drops greater than 50%</li>
</ul>
<p>NOTE! 17 local ZIPs had both sales gains and price gains in the period. These double-gainers had combined sales volume equal to 18% of the Orange County market.</p>

<p>We have had some great success this week in closing several 20-30 day purchase transactions from start to finish. As a lender working with mostly all purchase transactions, we recognize the need to meet these time frames and push as hard as possible to make sure we come in right on time.</p>
<p>Take a look at the 5/1 JUMBO arm this week. 3%!!!!  This is a great financing option for someone who will be selling soon or paying off the loan within 5 years. This program goes to $5 million in loan amount, so we have you covered on the jumbo market as well.</p>

<p>How about 2.75% fixed rates today??? Joke? Hardly. Take a look at the 15 year fixed conforming rates. 2.75%. Wow. </p>
<p>The  bond markets have a complete flat line right now showing no signs of life, up or down. The 10 year treasury bills have been as flat as a pancake and just treading water. Maybe this lack of excitement is good for a change; especially when rates are this low.</p>
<p>We do have a heck of a week coming our way as new Treasury Auctions, FOMC Announcements, Chairman Bernanke and the first quarter GDP (Gross Domestic Product) numbers will be released. Let&#8217;s call today the calm before the storm.</p>
<p>A quick reminder about flip properties. If a property was purchased by the seller of the transaction in the last 90 days, we need to know upfront. Several rules are in place and certain investors on the secondary mortgage markets will not allow a “flip” so it is important for us to know this right up front. If we don’t know in advance then we may have to order a different appraisal and it can delay the transaction.</p>

<h2>Pending Home Sales Rise to 22-Month High!</h2>

After a brief setback in December, the Pending Home Sales Index resumed its climb in January, posting a 2 percent gain over the month prior. The data puts pressure on Orange County home buyers. This is because a &#8220;pending home&#8221; is a home that&#8217;s under contract to sell, but has not yet sold. It’s tracked by the National Association of REALTORS® and, among all housing statistics, it’s the only one that&#8217;s &#8220;forward-looking&#8221;.</p>
<p>The Pending Home Sales Index is important to home buyers throughout California because 80% of homes under contract to sell close within 60 days of contract. In this way, the Pending Home Sales Index forecasts the housing market 1-2 months into the future. This is very different from how NAR&#8217;s Existing Home Sales report works; or, how the Census Bureau&#8217;s New Home Sales report works. These two metrics tell us what&#8217;s already happened in housing. By contrast, the Pending Home Sales Index tells us what&#8217;s coming next.</p>
<p>January&#8217;s Pending Home Sales Index reading lifts the monthly metric to its highest level since April 2010 — the month during which the 2010 federal home buyer tax credit expired — foreshadowing a strong housing market through March and April 2012, at least. This should not be news, of course. The nation&#8217;s home builders have said &#8220;foot traffic&#8221; is rising and home supplies are scarce nationwide. The only wild-card for housing is the high contract cancellation rate. As compared to last January when just 9 percent of home purchase contracts &#8220;failed&#8221;, this January saw 33 percent of contracts fail. High failure rates undermine the Pending Home Sales Index’s viability as a forward-looking housing market indicator.</p>
<p>Despite contract failures, though, the combination of low mortgage rates and low home prices is enticing to today’s home buyers. Expect home sales to climb in the coming weeks which will lead to a strong spring season for housing.</p>

<p>Rates came down a touch this week with the 10 year Treasury Yield easing off a bit from last Friday.</p>
<p>We have had overwhelming requests for the HARP II loans that FNMA and FHLMC now have for borrowers with limited equity. The program has been somewhat challenging as the agencies state they are unlimited loan to values, but, the banks have restricted the loan to values to 150% for owner occupied and 105% for investor properties. It has not been quite as glorious as promised.</p>
<p>Take a look at the 15 year fixed rates down in the 2&#8242;s&#8230;Wow.</p>
